Our Process

In August 2007, ten regional Community Prevention Coalitions (CPCs) were established that when combined cover all towns in the state. During the pilot phase of the NH SPF project, the CPCs will focus their attention and any SPF-related funding on affecting two State-defined consumption priorities: reduction of underage drinking in youths aged 12-17, and reduction of underage and binge drinking in young adults aged 18-34. These ultimately will have an effect on the state’s consequence priority: the number of people in NH diagnosed under the DSM-IV criteria for alcohol dependence.

The CPCs are each staffed by a full-time Coordinator and part-time Evaluator who are currently in the midst of a local level assessment process to determine which of the following risk and protective factors are most prevalent in their communities in regards to the state’s priorities:

  • Retail Access/Availability
  • Perception of Risk
  • Social Access/Availability
  • Enforcement
  • Social Norms

Assessment, capacity building, planning, implementation and evaluation efforts at both the State and local level are being aided by several key contracts. The New Hampshire Minority Health Coalition has been contracted to assist the State and local levels with data collection and evaluation, particularly with regards to Community Based Participatory Research (CBPR), the evaluative model being used by the NH SPF. KIT Solutions, LLC, of Pennsylvania has been contracted to provide web-based data management services, allowing for the electronic entry and recovery of prevention-related data and reports. BDB Health Promotions of Londonderry has been contracted with NH SPF since 2006 to help ensure that State and local SPF practitioners are practicing cultural competency across all stages of the SPF model. In upcoming months, these contractors will work closely with SPF community grantees as they craft and submit their strategic plans prior to implementing evidence-based strategies designed to impact the state’s priorities. It is expected that all CPC strategic plans will be submitted and approved by the State by the end of September 2008.
